The City Council of Las Rozas de Madrid wanted to strengthen the supervision of its main public services – street cleaning, waste collection and management, green areas, trees, urban works and equipment – ensuring that the concessionary company complies with quality standards and that municipal projects are developed under criteria of sustainability and efficiency.
The challenge was twofold: to ensure technical control of a large contract involving multiple lots and companies, and to provide the municipality with specialized environmental, legal and technical support to deal with complex or emerging situations.

Comprehensive technical assistance for the area
Since December 2021, Tecnigral provides a comprehensive technical assistance service to the City Council of Las Rozas with a multidisciplinary team of environmental, works, industrial, legal and administrative technicians. The service combines inspection and control of the provision of urban maintenance lots, with technical support in environmental management and municipal procedures. Some of the most outstanding actions are:
- Supervision and certification of the conservation works of green areas, trees, road network, sanitation and public lighting, as well as waste management, street cleaning and clean points.
- Preparation of environmental reports, waste prevention plans, carbon footprint calculation.
- Preparation and processing of documentation for announcements and awards, felling, pruning and transplanting of trees, as well as environmental licenses and authorizations.
- Specialized technical studies: acoustic analysis, tree root system studies, soil and water sampling.
- Support in environmental emergencies and in the implementation of municipal projects such as the Low Emission Zone or the green infrastructure of the Green Arch.
- Attention to citizens and to the different municipal departments, with incident management and fluid communication between neighbors, councils and concessionary companies.
- Management and updating of the municipal inventory related to green areas and roadside trees.
Since 2021 Tecnigral has been providing a service that combines inspection, maintenance service quality control and technical support.
Overcoming challenges
The complexity of coordinating different lots and concessionaire companies requires a robust internal control system. Tecnigral has implemented evaluation methodologies based on quality indicators and digital platforms for incidents, ensuring traceability and transparency in management.
In addition, the team has had to respond to critical situations, such as episodes of environmental emergencies or the rapid adaptation to new regulatory frameworks on waste, emissions and urban sustainability. Likewise, the multidisciplinary team has been able to adapt to changes in the competencies of the Department of the Environment, expanding its scope to offer technical support also in complementary areas such as public lighting, road maintenance and sanitation networks.
Results
After almost four years of service, Las Rozas has:
- Greater control and transparency in the management of its urban services.
- Technical and environmental baseline reports, which allow management to make informed decisions.
- Execution of innovative projects, such as rainwater harvesting systems, urban landscaping and the implementation of the ZBE.
- Improved citizen service, thanks to incident management and direct communication with neighbors and local entities.
Las Rozas has been distinguished as Tree City of the World 2024 by FAO for its exemplary model of urban tree management.
The City Council’s commitment to sustainability and excellence in environmental management has been recognized with numerous awards and distinctions. Las Rozas has been distinguished as Tree City of the World 2024 by the FAO for its exemplary model of urban tree management, and received the Arbol 2024 Award from the IFEMA Cities Forum for the recovery of the Molino de la Hoz cork oak grove. In addition, the municipality actively participates in European initiatives such as the #EUTreeTag campaign and the MIN4ADAPT program, aimed at adapting to climate change.
In terms of urban sustainability, the Low Emission Zone project, the award of the national CALCULO-REDUZCO seal for its carbon footprint, and the recognition of its good practices in circular economy and street cleaning, such as the Silver Broom (TECMA 2024), also stand out. These achievements reflect a comprehensive environmental strategy in which Tecnigral has contributed as a key technical partner.
